By only reporting the value of the raw aluminum that went into a product, without including the significant value added by processing, importers have been bringing in manufactured aluminum products at tariff rates well below the President's intentions. President Trump's order clarifies that the full value must be reported, which will level the playing field and extend the tariff's benefits to the entire aluminum supply chain.
