Cherry Hill Township puts the sanitary sewer line from the main connection to the home on the resident. The Sewer Kings covers that pipe on both sides of the wall.

The Sewer Kings (https://thesewerkings.com/cherry-hill-township/) is pointing Cherry Hill Township homeowners at a line in the township's own sewer rules that most of them meet for the first time on the day a drain backs up: the pipe running from the house out to the public main belongs to the property owner, and so does the cost of repairing it.
Cherry Hill Township's Sewer Department states that the resident is responsible for the sanitary sewer line from the main line connection to the home. That covers the full length of the lateral, including the section buried under the sidewalk and the curb, and the township puts broken, missing or buried cleanout caps and vents on the owner as well. The Sewer Kings has published a plain-English guide to where that responsibility starts and ends at https://thesewerkings.com/cherry-hill-township/who-is-responsible-for-sewer-lateral/.
The township asks residents with a sewage blockage at the curb to call its Sewer Department before calling a plumber, because a blockage in the public main can back up several homes on the same street at once. When the main is flowing and the trouble sits on the private side of the connection, the lateral is the homeowner's to find and fix.
The line does not stop at the foundation wall either. The pipe in the yard is fed by a drain running under the basement floor or through the crawl space, and in older South Jersey homes both sections are often the same aging clay or cast iron, so replacing only the yard run can leave the weakest part of the system in the ground.
The Sewer Kings puts a high-resolution camera through the line before anyone digs, so cracks, root intrusion, sags and collapses are located and marked by depth rather than guessed at. The company brings its own locating, jetting and excavation equipment, and gives a flat rate the homeowner approves before the trench is opened. Where the line suits it, a failed lateral is replaced trenchless by pipe bursting through two small access pits on pipe two to six inches across (https://thesewerkings.com/cherry-hill-township/trenchless-sewer-line-replacement/).
"The lateral is the homeowner's pipe, and most people learn that on the day it backs up," said Anthony Papaneri, co-owner of The Sewer Kings. "We put a camera in first, show the homeowner exactly what is wrong and how deep it is, and price the repair before the shovel goes in the ground."
The Sewer Kings is family owned and run by brothers Mark and Anthony Papaneri, licensed, bonded and insured, and answers calls around the clock.
